Saint Bernard Tech4ED Center – DTC
The Saint Bernard Tech4ED Center – Digital Transformation Center (DTC) was launched on September 1, 2017, and has been fully operational since the official turnover of Thin Client units by the Department of Information and Communications Technology (DICT). As one of the fortunate recipients of this valuable support, the Center continues to strengthen its commitment to providing meaningful, accessible, and inclusive digital services to the community.
About Tech4ED
Tech4ED stands for Technology Empowerment for Education, Employment, Entrepreneurship, and Economic Development. It is a DICT program designed to empower communities, particularly those in underserved and geographically disadvantaged areas, by providing access to digital technologies, information, training, and opportunities.
Through its programs and services, Tech4ED seeks to enhance digital literacy, promote access to online resources and government services, support employment and entrepreneurship opportunities, and contribute to inclusive economic development.
Management and Administration
The Saint Bernard Tech4ED Center is managed by Beverley M. Alberca, who oversees the Center's daily operations, programs, and digital services. The Center's management facilitates various initiatives aimed at improving residents' access to technology, digital resources, training opportunities, and online government services.
Programs and Services
Digital Literacy Training
One of the Center's primary programs is Digital Literacy Training, which equips participants with essential computer and internet skills necessary in today's increasingly digital environment. Training sessions cover basic office applications, online communication, digital services, and safe and responsible internet practices.
Free Computer and Online Assistance
The Center provides free use of its computers and assistance to clients who need to access government websites, gov.ph services, and other online applications. These services are particularly beneficial to individuals who have limited access to digital devices or require assistance in navigating online platforms and government services.
Affordable Digital and Document Services
To help sustain the Center's operations, maintenance, and continuous improvement, reasonable and justifiable charges are collected for selected services. These include:
- Photocopying
- Printing
- Lamination
- Rush ID Services
These minimal charges help support the Center's operational requirements while ensuring that its services remain accessible and affordable to the community.
Key Initiatives
The Saint Bernard Tech4ED Center has implemented various initiatives designed to promote digital empowerment, strengthen community capacity, and improve access to technology and digital services. These include:
- PhilGEPS Training Workshop — A training workshop conducted for the members of the Bids and Awards Committee (BAC) and BAC Secretaries from the municipality's 30 barangays. The activity aims to strengthen participants' knowledge and skills in the Philippine Government Electronic Procurement System (PhilGEPS), promote efficiency in procurement processes, and support compliance with applicable procurement policies and procedures.
- Digital Literacy Training — The Center continues to conduct digital literacy training sessions to help residents develop essential computer, internet, and digital skills that are relevant to education, employment, communication, and everyday activities.
- ICT-Related Programs and Digital Services — The Center implements additional information and communications technology programs and digital services that seek to empower residents, promote digital inclusion, improve access to online resources, and help bridge the digital divide.
