Hon. Joy Lim Bungcaras, born on October 14, 1967, comes from a family deeply rooted in public service. She is the eldest daughter of former Mayor Felix B. Lim and Felicula D. Lim, a dedicated teacher who helped shape many young minds in the community. Growing up in a household guided by leadership and education—she developed a strong sense of responsibility and commitment to serving others. She is married to Josue S. Bungcaras, blessed with three children.

She pursued her college education at the University of the Visayas in Cebu City, where she earned a Bachelor of Science in Business Administration major in Accountancy. Her academic background provided her with strong foundations in leadership, management, and financial administration—skills that have greatly supported her work in public service.

Mayor Bungcaras began her career in government as Liga ng mga Barangay President during 2007–2010, where she worked closely with barangay officials to strengthen community governance. She was later elected as Vice Mayor and faithfully served the following terms:

During her most recent term as Vice Mayor, the municipality underwent a period of transition following the passing of former Mayor Edlito L. Mulig. In accordance with the provisions of law ensuring continuity in governance, Vice Mayor Jocelyn Lim Bungcaras assumed the office of Municipal Mayor on October 30, 2025. Since then, she has been serving as Mayor, continuing her commitment to responsible leadership, public service, and the overall welfare and development of regional progress.
